After a while, the white settlers devised a plan to expand their territory by merging Northern Rhodesia (Zambia) and Nyasaland (Malawi). Under this plan, the federation would allow settlers from Southern Rhodesia to rule over and exploit the resources and citizens of Northern Rhodesia and Nyasaland.
The British had already decided in 1962 that Nyasaland should be allowed to secede from the federation. A conference held in early '63 at Victoria Falls was seen as a last ditch attempt to maintain the federation. It failed. It was announced on February 1, 1963, that the
handling of the Nyasaland emergency in 1959. As a consequence of this, the Federal government led by Sir Roy Welensky recognised the need for an efficient public relations campaign in Britain to boost the chances of securing the Federations future. To this end he employed Voice and Vision, a London public relations company. This
